What Is LEV?

LEV stands for Local Exhaust Ventilation. It is the fitting of a ventilation system that is designed to remove any contaminated or polluted air from a specific work area. LEVs are used in a wide range of industrial facilities to ensure that workers are not exposed to harmful airborne contaminants. They are particularly effective for removing contaminants at close quarters where a suitable extraction system will not be feasible.

What Is LEV Testing & Commissioning?

LEV Testing

LEV Testing refers to the testing of ventilating equipment, especially hoods and ductwork, for leaks. It is part of building commissioning and ensures the required resistance to hazardous material exposure is achieved.

Local Exhaust Ventilation testing is a way to ensure that all LEV and local vacuum systems provide their intended protection to employees, keeping them safe against potential exposure to hazardous materials. LEV testing typically includes visual inspection of ducts, hoods, filters and associated components for leaks or tears, as well as a solvent or smoke test.

LEV Commissioning

Commissioning is the process of checking that a building system or piece of equipment has been correctly installed and is functioning correctly.

Commissioning is carried out by an independent third party who has specialist knowledge of the design and operation of the system or equipment to be commissioned.

Total Clean Air can assist you in LEV testing and commissioning to help you stay above legalrequirements and achieve your facility’s compliance objectives. For cost-effective solutions, contact us today on 01737 924 700.

Why Do You Need LEV Testing?

To discover any inefficiencies in your equipment

According to the HSE, it is imperative to make sure that all new systems are checked and tested thoroughly prior to them becoming operational. Proper LEV testing and LEV commissioning can ensure that your ventilation systems are working correctly and are keeping everyone safe.

To comply with COSHH law

The Control of Substances Hazardous to Health Regulations 2002 (COSHH) mandates employers to make sure that employees are not exposed to hazardous substances. Where substances are present in the workplace, exposure controls must be installed. These controls can take various forms including methods of containment and local exhaust ventilation (LEV).

To ensure a safe working environment

LEV is an integral part of your workplace safety system that ensures the efficient removal of contaminated air from a hazard area without creating a negative pressure. LEV systems protect both your employees and furnishings from the unpleasant effects of contaminant exposure.

To reduce the risk of long-term health problems

LEV testing can help protect the environment and minimise the risk of adverse health impacts while ensuring efficiency and economical operation, because it prevents dust and gases from rising to the ceiling and spreading throughout your workplace.

What Are COSHH Regulations?

COSHH stands for Control of Substances Hazardous to Health 2002 (COSHH) and is legislation which places the responsibility on employers to protect their employees from exposure to hazardous substances at work.

Any material or substance which poses a significant risk to employee health, will be considered as hazardous and must be controlled as part of your COSHH management system. COSHH requires all employers to:

  • Identify and assess the risks from hazardous substances in the workplace
  • Put in place controls to reduce those risks
  • Provide information, instruction, and training to people likely to be affected by those hazards

What Are the Substances Classified as Hazardous to Health Under COSHH?

A substance is classified as hazardous to health if it falls into one of several categories or classes as detailed in The Control of Substances Hazardous to Health Regulations 2002. These include:

  • Chemicals
  • Products containing chemicals
  • Fumes
  • Dusts
  • Vapours
  • Mists and gases
  • Biological agents

Dangers of not Complying with COSHH Regulations

Compliance with COSHH Regulations is compulsory, and the consequences of non-compliance can be severe:

Employees may become ill

Failure to control exposure to hazardous substances in the workplaces can result in individuals suffering from illnesses, such as cancer and asbestosis as well as materials degradation, or even death.

Legal sanctions

You could face legal sanctions if you fail a COSHH inspection. The HSE has the power to prosecute offences.

Hefty fines

If you fail to comply with COSHH, the authorities can impose fines up to £20,000. Inspections are typically announced so it is unlikely your business will be visited suddenly.

Prosecution

Failure to comply with COSHH regulations, especially in relation to the local exhaust ventilation (LEV) testing leading to the deterioration and deterioration of employee’s health can cause the offending business to be prosecuted.

Business closures

Not complying with COSHH regulations can result in your company being shut down by health and safety authorities or having your license revoked.

Imprisonment

If total violation of the COSHH regulations is discovered, it may result in a prison sentence of up to two years. Total Clean Air can help you avoid future problems and associated lawsuits by making sure your equipment is safely working properly now.

FAQs

Is LEV testing a legal requirement?
LEV testing and commissioning is a legally required procedure designed to ensure that machinery safely disperses contaminants at the right rate, through the correct system.

The Control of Substances Hazardous to Health Regulations 2002 (COSHH) requires employers to assess the risks from hazardous substances in the work environment and to minimize or eliminate these risks, as far as is reasonably practicable.

How often should LEV be tested?
It is essential that LEV units, like all process plant equipment, are regularly examined and maintained. The frequency of examination depends on the level of risk posed by the hazardous process and its associated environment. The employer must assess the nature and extent of risk to determine how often to carry out inspections, tests, and commissioning.

Whilst there is no statutory guidance on how frequently LEV should be examined, it is recommended to give your LEV a thorough inspection at least every 6 months, as within this time, dust, dirt and other contaminants in the air may have built up in your equipment and reduce efficiency. If your business uses particularly hazardous substances it is advisable to clean your system more frequently.

When should LEV be used?
A local exhaust ventilation system (LEV) should be used to remove contaminated air from all processes when there is a potential for airborne contamination. LEV can also be used to comply with controls for substances that have no threshold values such as volatile organic compounds (VOCs).
Who should I get to complete my LEV tests?
If you need your LEV systems tested, then you should get a competent person or team to complete your LEV tests. A competent person is an individual who can recognise the dangers of working with hazardous materials and implement controls to ensure safety measures.

Total Clean Air has many years of experience in testing and commissioning many LEV Systems. Our staff are competent persons for LEV testing and commissioning in the UK.

What are my responsibilities as a business owner?
The law requires you to make sure your workplaces are safe. This includes making sure that any effects of airborne contaminants on workers are limited. You must: use a competent person to assess the risk from hazards; produce a suitable written assessment detailing how risks have been controlled; carry out regular checks to make sure controls continue to work as planned.
What should be contained in the LEV examination report?
The LEV Examination Report needs to demonstrate that the results of the inspection meet the expected standards. The main purpose of this document is to provide sufficient evidence to support management decisions relating to HSG258 and COSHH regulations.
